There are two shortcuts for moving units without scrolling across your nation or the world.
The mini-map in the upper right portion of the toolbar permits you to jump to any part of the world. This is useful for moving civilians, military, and naval units.
Additionally you can find a place for the civilians (with the exception of the Engineer) to work by clicking one of the miniature terrain tiles near the bottom of the toolbar. This will center the map on the next space where they can perform work.
